Each time the Movement for Change and Prosperity (MCAP) assume the governance of Montserrat, they embark on a mission of seeking to victimise citizens who dare to challenge them, or ask tough questions of their stewardship. Is MCAP an Administration prone to Authoritarianism, selfish insularity and petty operators within their Cabinet makeup?

What are the mechanisms available to hold Ministers of Government and also workers to account on Montserrat? The Constitution provides some directions, but also how can the people of Montserrat exercise their democratic rights and power?
