The Government of Montserrat is inviting applications from suitably qualified persons for the post of Project Officer, Health Information System, within the Ministry of Health and Social Services.

JOB PURPOSE

The successful applicant will play a critical role in the establishment and introduction of the electronic Health Information System (HIS) on island.  Assist the Ministry of Health and Social Services (MoHSS) with the coordination and planning of expert inputs required, liaise with the supplier and other regional experts, facilitate the training of users in both the public and private sector and oversee the implementation of the system and related activities.

KEY RESPONSIBILITIES

To complete a needs assessment, manage the customization and implementation of the new system; coordinate the identification and acquisition of the IT hardware and connectivity requirements; identify support packages required to transfer from a manual system to the electronic system; build local capacity and strengthen the skills set on island. 

  • Lead in the development and implementation of the new HIS for the Ministry of Health.
  • Report and work closely with the Project Manager, Hospital & Health Projects.
  • Liaise with suppliers, MoHSS Senior Management and Department of Information Technology & E-Government Services (DITES) to develop and agree on a realistic workplan to introduce the HIS.
  • Coordinate essential/agreed expert inputs from supplier and other regional experts.
  • Organize and facilitate on-the-job training programmes for health staff and oversee the transfer of all data kept in manual files to the electronic system.
  • Identify, discuss, and coordinate opportunities to integrate patient data from visiting specialists and distant support services.
  • Implement the HIS at the Secondary and Primary levels in consultation with MoHSS Senior Management and Department of Information Technology & E-Government Services (DITES).
  • Coordinate meetings with private sector suppliers in close consultations with Senior MoHSS staff to discuss and agree on timeline for introduction of the electronic HIS within private settings following on the successful roll out at the secondary and primary levels.
  • Serve as the focal point within MoHSS on plans/issues with the electronic HIS.
  • Coordinate and work closely with the MoHSS senior management team, DITES, Head of the Programme Management Office (PMO), Health Programme Manager and the Manager for Health Services to ensure HIS will enhance safety, efficacy, and efficiency of operations.
  • Prepare quarterly and annual reports against the agreed work plans highlighting the achievements, successes, and challenges.
  • Work closely with the Senior Health Information Officer to facilitate knowledge transfer and compile all documentation related to the project for handover at the end of the tenure.

PERSONNEL SPECIFICATIONS


The applicant should possess:-

  • A Bachelor’s Degree or other relevant qualification or equivalent experience in Computer Systems, Project Management or any related field.  
  • Strong computer literacy and experienced user of a range of computerized office applications.
  • Excellent oral and written communication skills. 
  • Proven experience in coordination, organization and prioritization of self and others.
  • The ability to work independently, as well as being a strong team player.
  • Training and experience in implementing an electronic Health Information System in a hospital or other health related field will be an asset.

Basic Salary
XCD $66,000.00 / Year

Telephone - $720.00  
Transport - $9,600.00  

Contract Gratuity
12.50% of Basic Salary
