Mrs. Moira Marshal Departs as Montserrat's DFID Rep, Ms Anne Johnstone to take over

It was announced the Governor's Office today that Mrs. Moira Marshall, who has been the DFID Resident Representative on island since 2017, will depart Montserrat at the end of July. She will be returning to DFID’s Overseas Territories Department in East Kilbride, Scotland.

On her departure, Mrs Marshall stated:

"My husband David and I have had a wonderful two years in Montserrat. We will miss the beautiful island and the friendly people who live here. It has been a busy but rewarding time. I am delighted that over that period DFID and the Government of Montserrat have agreed two new significant programmes: a £14.4m DFID contribution to the new Little Bay Port development project and a £30m DFID capital programme to fund GoM priorities such as a new hospital, subsea fibre cabling and roads infrastructure. A great demonstration of continued collaboration between GoM and UK Government in support of Montserrat’s development."

Moira’s successor will be Ms Anne Johnstone (pictured below) who is already on Montserrat handing over from Moira and becoming more familiar with the island.



Anne Johnstone joined DFID in 2016 as a Humanitarian Adviser. With DFID, she has designed and supported UK-funded programmes in North Africa, Sudan and Jordan. She made the move to DFID following several years with non-governmental organisations in Asia and Eastern Europe, where she coordinated projects in infrastructure, disaster recovery and health. Prior to that, she spent 5 years in the private sector in the UK. Her interests in international development, humanitarian affairs and the environment are reflected in her education, with a BSc(Hons) in Geography and MSc in Water Resource Management. She is currently completing a Masters in Public Health. Anne has been supporting the DFID Montserrat team since May of this year and is very much looking forward to taking the reins from Moira this week.

On Moira’s departure, His Excellency the Governor said:

Moira’s two year posting on the little emerald isle has been a very special experience for her and David and clearly claimed a special place in their hearts. We will miss them both and wish them all the very best for what comes next. A warm welcome, too, to Anne. We look forward to working together. "
